核电项目社会稳定风险评估

摘要:
[目的]构建涉环保重大工程项目社会稳定风险评估机制,推进决策科学化和民主化,预防和减少群体性事件。[方法]针对核电项目的具体特点,结合社会稳定风险评估理论研究和专家咨询,构建广西核电项目社会稳定风险评估的指标体系,然后运用层次分析法计算各指标权重,并采用综合指数法评估其综合风险等级。[结果]本研究初步构建一套完整的核电项目社会稳定风险评估体系,实例研究得出广西核电项目综合风险等级为中级。[结论]该社会稳定风险评价指标体系有较强的针对性和可操作性,对核电项目的社会稳定风险防控和涉环保重大工程项目社会稳定风险评估工作具有一定的借鉴意义。

Social Stability Risk Assessment of Nuclear Power Project

Abstract:
[Objective] The social stability risk assessment mechanism of important environmental projects were constructed,in order to promote scientific and democratic decision-making,to prevent and reduce the mass incidents.[Methods] According to the characteristics of nuclear power projects,combined with the social stability risk assessment theory and experts consultation,the index system of Guangxi nuclear power project social stability risk assessment was established,then the weight of each index was calculated by AHP,and the comprehensive risk level was evaluated by the comprehensive index method.[Results] The comprehensive risk level of the nuclear power project in Guangxi is middle rank.[Conclusion] A complete risk assessment system of nuclear power project social stability is constructed.It has strong pertinence and operability,and can provide certain reference to the social stability risk assessment of nuclear power projects.
