| Abstract: |
| On the basis of abundant demonstration to the geographic location, naturel environment, sea cow's activities and widespread social foundation in the preserves, this paper puts forward the imagination of building preserves and preservation measures. All these provide scientific envidence for building sea cow preserve. |
