“广西石山地区综合治理与开发战略研究”报告(提要)

THE REPORT OF THE STRATEGIC RESEARCH ON GUANGXI KARST REGION COMPREHEMSIVE HARNESS AND DEVELOPMENT(SUMMARY)

摘要:

广西石山地区综合治理与开发战略研究"是广西区科委下达,广西科学院主持承担的重要软科学研究项目。本报告(提要)说明了任务的由来及课题组的组织形式、工作区域,简要地介绍了石山课题地区的自然、经济、社会概况及战略地位,提出了综合治理与开发的战略指导思想:"改善生态环境,注入时代意识,重视庭园经济,发展商品生产,疏导流通渠道,达到共同富裕"。战略目标:"到本世纪末,下世纪初,石山地区主要人均国民经济指标达到1985-1986年全国的平均水平,解决温饱问题,初步改变贫困落后的面貌"。以及以"增强‘造血’功能"为核心的战略方针,"协调发展的点线浸润式"的开发模式;把石山地区划分为四个各具特点的经济类型区,按"重点分阶段转移,资金分层次投入"的原则确定了战略重点,拟定了十条切实可行的措施。

Abstract:

The Strategic Research on Guangxi Karst Region Comprehensive Harness and Development is an important soft scientific research project assigned by Science and TechnoIogy Committee of Guangxi zhuang Autonomous Region, mainly undertaken by Guangxi Academy of Sciences.This report Summary explains the origin of task the organizations of research groups,and working area well,Briefly it introduces the nature,economy,social situation and their trategic position in Guangxi karst region,puts forward the strategic guidace ideology on comprehensive harness and dave lopment.That is:"improve eco-environment,pour into time consciousness,pay much attention to garden ecnomy,develop commodity production,dredge circulation channel, so as to achieve common rich."Strategic goal is:at the end of this century and the beggining of next century the average per-person national economy target of karst region will come up to the country average standard in 1985-1986 resolve the problem of food and address,preliminarily change the si tuation of backward and poverty.And the strategic principle is:takiug strengthening blood-making function as its key factor.The development model is:development coodrinatly from point to line infil tration dividing karst region into four different economic areas according to their characteristics.Define the strategic stress according to the principle of stress tranfering according to each phase of developmemt,funds investment according to different levels. All together,ten practical measures are drawn up in this paper.
